Workforce investment programs that work are those programs that prepare people for careers and do so by focusing on growing job markets.

We all know that teaching someone how to prepare their resume on a computer certainly won’t make them a fierce competitor in the current job market. But train that individual with specific skills in a rapidly growing field, such as wastewater management, and chances are very good they’ll lock down a solid job.

Unknown to most people, wastewater management is a specialized field where 47.6percent of the national workforce is on the fast track to retirement within the next five years. This important statistic is just one of the many factors we look for when developing successful job placement programs such as those we have created here in San Bernardino County.

Dr. Harvey Ludwig

Dr. Harvey F. Ludwig passed away this week at 94. CWEA is proud and grateful to have such a distinguished environmental engineer and world thinker among its past presidents and lifetime members. Dr. Ludwig’s legacy to the water environmental movement – particularly his unprecedented work in bridging the East-West global divide – cannot be overstated.  Harvey published hundreds of writings in peer-reviewed journals, many of which are captured in the 2-volume set, Manual of Environmental Research for Developing Countries. One common theme in his work emphasized that significant differences exist between the appropriate technologies that are required for solving environmental problems in developing and industrialized nations. His passion and curiosity grew throughout his life, as demonstrated by the breadth of his managed projects in nearly all environmental subjects. Harvey’s consulting career spanned over 60 years as Founder and President of Engineering-Science, Inc. and Seatec International. Since 1973, he resided in Bangkok with his wife, Vanida.

The San Bernardino County Board of Supervisors on April 13 appointed Logan R. Olds, general manager of the Victor Valley Wastewater Reclamation Authority, to the County’s Workforce Investment Board.  Olds was nominated for the post by First District Supervisor Brad Mitzelfelt.  Olds is a WEF Delegate Director on CWEA’s Board of Directors and Treasurer of the Desert and Mountain Local Section.

“We appoint members whose leadership helps our county build a competitive workforce that will attract new businesses, retain existing ones and create new jobs,” said Supervisor Mitzelfelt. “Logan has been a leader in research into innovative environmental technologies and his presence on this board will help strengthen our county’s efforts in that sector.”

The Orange County Sanitation District (OCSD) is pleased to announce Simon Watson as the Manager of the Collection Facilities O&M Division. This is in addition to his current role as Manager of the Mechanical and Reliability Maintenance Division.

Mr. Watson has been with OCSD for over 19 years. Over the past 11 years he has been the Maintenance Manager responsible for the oversight of up to 115 employees and external service providers with an annual operating budget of over $20 million.  Areas of responsibility have included the mechanical, electrical and instrumentation maintenance program, maintenance administration support (CMMS/Planning and Scheduling), hosting the asset management program, corrosion management program and reliability engineering. With the expansion of Mr. Watson’s duties he will now manage OCSD’s regional and local sewage collections facilities as well as the mechanical maintenance and equipment reliability programs at OCSD.

Sad news today for the wastewater community. From a Vanderbuilt University announcement

William Wesley Eckenfelder Jr., deemed the ‘godfather’ of industrial wastewater management by many of his colleagues, former students and peers, died March 28 in Nashville. He was 83.

A memorial service will be held April 1 at the Marshall Donnelly Combs Funeral Home. Visitation is 2-4 p.m. followed by the service.

Eckenfelder was known internationally as a pioneer in the field of water treatment and a leading authority in industrial wastewater management. In addition to founding several companies, he was an environmental engineering professor at Manhattan College, the University of Texas-Austin and Vanderbilt University.

There are nice interviews with Dr. Eckenfelder on the WaterWorld website and in the 2000 issue of Quarterly from Brown and Caldwell.

Dr. Eckenfelder is the namesake for WEF’s Industrial Water Quality Lifetime Achievement Award.

As a member of CWEA you are invited to attend CWEA’s Annual Business Meeting and vote on the incoming CWEA Slate of Officers. This year, the voting session will occur during the Opening Session of CWEA’s Annual Conference. You do not have to register for the Annual Conference to attend the meeting; however, you need to notify staff at the conference registration desk if you wish to attend without registering for the conference. Be there promptly at 8:30 AM to exercise your vote.

If you are unable to attend, you may obtain a proxy form to be completed and returned to the CWEA office no later than March 30th by contacting staff at 510-382-7800, extension 113 or vrawson@cwea.org. This proxy will grant another member in attendance the right to vote on your behalf.
